the water should be touching the bamboo steamer. It should always be at least a little submerged in water (by 1/2 inch) so the bamboo doesn’t scorch on the hot wok.

To answer your next question, yes, you add just enough to submerge the steamer in water while not allowing the water to touch the food inside. For longer steaming times, replenish with additional hot/boiling water.
